Please describe the problem:
everytime I run yelp shows Documtation of Gnome-power-manger in en_US, (although
it start index in Punjabi).
but if help is opened from gnome-power-manager, then it shows in Punjabi

Steps to reproduce:

1, Open yelp directly
2. goto system-tools
3. Open 'gnome-power-manager

and 
run gnome-power-manager in Punjabi (pa_IN.UTF-8)
Right click on icon and goto help, check

Actual results:
Directly started yelp started in English

Expected results:
it should be in Punjabi (pa_IN) as it is available with document

Does this happen every time?
Yes

This is due to scrollkeeper lacking support for Punjabi.  Hopefully, this'll go away in 2.20 (due to scrollkeeper dying a horrible death).  However, it isn't really a GNOME issue.  Looking at the linked Fedora bug, it appears to be taken care of downstream.  Marking as NOTGNOME.
