Confusing spelling words

Words used I suppose for spelling like "alpha", "xray", "echo" are very confusing for translators. Why should we translate them and if should, what should translation mean? Should they just be untranslated? If internatinalized spelling is required, it's better to join those words in list like "alpha:beta:charlie:..." and so on. This way translator will be able to propose his own list of localized word starting from every character in their alphabet. But I am not sure how it will work for Korean for example.

dup of bug 412200? those words *are* part of the speeling alphabet, but even knowing this does not make it easier to translate this properly. :-)

Surely most languages have recognized conventions if not standards, right? Silly question: Do the translators add the characters unique to their language like the Ä, Ö, etc. in German to phonnames.py?
