Choose from named sets of permissions in Properties window

Currently you can control every bit of permissions, but there's no higher-level way to choose permissions (a la "read only", "read and write", etc.). Changing to "old" target milestone for all bugs laying around with no milestone set.
would be nice to have.
The new permissions tab does exactly this. Closing as OBSOLETE. Please reopen if you disagree.
