The extend layer, or something hidden for the user seems to work differently in the following cases:

a) a layer, smaller than the canvas being extended is fully paintable. it works.
b) a copied (from another image), pasted image, anchored to new layer, smaller than the canvas despite being extended is only paintable on the original layer size.

i suspect that the copying makes the layer somehow inherit the original canvas size, but im just guessing. in many cases this bug might be very annoying, when someone wants to work on a pasted layer.

Keep transparency is checked for this layer, right?

thats it. havent even thought of that, nor others where i asked, thanks a lot. 

im wondering if the default behaviour for that can, or is reasonable to change for unchecked.

It has already been changed in SVN. In 2.2, the current behavior will be kept.
