Please describe the problem:
I am having a UI problem with gnome-panel. When I try to move a icon (eg. a file) from gnome-panel to a running program and that program is grouped with a couple of similar programs/windows, the panel don't open the menu to choose which window I want to move, so I must disable the grouping feature to perform the operation.

Other information:
Just move a icon or file from panel to a grouped window. In a prior release, this worked (and opened the menu to select a window), but now (at my current version, 2.16.1 from ubuntu edgy) this don't works
