I'd suggest the toolbox has an option to keep it on top always. It's very annoying when one is using serveral programs at the same time, f.i. during website layout, when you check thruogh your HTML-editor and internetbrowser and FTP-client, etc. if you want te go back to any of the images you work on, you would want ALL the GIMP windows  (selected image(s) and at least THE TOOLBOX, to get back on top. It is a STUPID lack! Still I LOVE the GIMP!

There's already a report for this - the settings are there, but don't work on Windows. See bug #171456, patches are welcome.
