Yelp 2.16.1, Ubuntu 6.10

1.  Search for "switching between workspaces" (without quotes).

What should happen:
*   The section of the Desktop User Guide that has the exact title
    "Switching between workspaces" comes first in the search results.

What actually happens:
*   That section does not appear in the search results at all.

Another example is searching for "CD burning". Ubuntu's "Working with your
desktop" document contains a "Burning CDs" section, but it does not show up in the search results at all because it uses the word "burning" only in the
heading.

Searching for "Switching between workspaces" in the desktop guide with Yelp 3.0 works fine now.
