Please describe the problem:
I like having 4 workspaces, set in a 2x2 grid. Adding the workspace switcher to the gnome panel allows making thise easy. However, removing the switcher from the panel, I end up with 1 row and 4 columns of workspaces. The settings should stick after the applet is removed.

Steps to reproduce:
1. Start with 4 workspaces, in a 4x1 setup
2. Add Gnome Panel Applet "Workspace Switcher"
3. Change Preference to two rows, resulting in a 2x2 grid of workspaces
4. You may need to login/logout for the changes to take effect.
5. See that you have a 2x2 grid of workspaces (ctrl-alt up/down/left/right should work to change spaces
6. Remove Workspace Switcher from your panel.
7. See that you now have a 4x1 grid


Actual results:
See 7. above.

Expected results:
The 2x2 grid should be maintained
