'Synchronize now' does nothing if there is no NTP support

I click 'Synchronize now' -- nothing appears to happen. I select 'Keep clock synchronized' and get a dialog box saying I need to enable NTP support, and a button to launch synaptic. The same dialog box should have appeared when I clicked 'Synchronize now'.
