Please describe the problem:
A panel button receives focus during a menu item selection.

Steps to reproduce:
1. Move mouse over panel button to bring up tooltip.  The web browser button is fine.
2. Press (not click) Applications, Places or System menu button.
3. Dotted line around a panel button indicates in has received focus event
4. Repeat several times if not seen the first time,


Actual results:
The panel button receives focus

Expected results:
A panel button should not receive focus.

Does this happen every time?
no

Other information:
I used at-poke to view the focus event as well
