Please describe the problem:
When the panel is moved, it remembers its position as absolute coordinates
rather than using a gravity.  This makes it impossible to use the configuration
described below in multiple simultaneous sessions with different geometries.


Steps to reproduce:
1. Log in to a gnome session on the console
2. Create a new panel
3. Make it appear unexpanded, on the bottom right corner of the screen
4. Start a VNC session with a smaller screen
5. Run gnome-panel in the VNC session


Actual results:
The panel that used to be on the bottom--right corner of the console, moves
inside, as if it is restricted by the VNC session.


Expected results:
The panel should stay stuck in the bottom right corner.


Does this happen every time?
Yes.
