Epiphany should remember vertical/horizontal maximisation

Epiphany should remember the window manager's horizontally & vertically maximised states in the same way that it remembers size, etc.
Should be easy I guess, marking as NEW. Suggestions for how to patch this?
Relevant code appears to be in lib/ephy-state.c, but getting vertical and horizontal maximization states from GDK is bug #315647.
