Please describe the problem:
In Nautilus 2.16.2 the problem of spinner too small seems to correct buy in my opionion now the toolbar height is too high.. 

I notice that if you set in Menu and Toolbar Preference, a different dispostion of Button Labels, toolbar height go back to normal size.. but when you restart gnome the toolbar height return to high...

I thinks this is related to the management of icon spinner...
