In Format --> Format Cells
   Number tab --> Date

We find no format for the standard German 
   dd.mm.yy
   dd.mm.yyyy

While the menu part is bug 33229, it so happens that even if you selected the 
custom format "dd.mm.yyyy" it wouldn't work.  That is now bug 371351.
