Please describe the problem:
When one thread is decoding a finished binary download, the other threads stall and aren't downloading

Steps to reproduce:
1. Set up multiple binaries articles to download
2. When there's only one or two more parts, some of the threads will start downloading the next article in the queue while the original threads finish off the first article
3. When the first article's fully downloaded, it's decoded. The CPU is pegged.
4. While the first article is being decoded, all network activity stalls. Network activity resumes when the display picks up again when the decode is done.
