I have "fit image in window" selected, and all my images are, as expected, fit to the window. However, when in full screen mode, images smaller than my screen resolution are displayed 1:1 and are NOT fit to the window (in this case, window = screen).

Shouldn't images less than screen resolution still be resized to fit the screen, in full screen mode?

Currently, fullscreen mode does not obey the preference setting. It is hard-coded at fit-image-if-larger-than-screen mode.
