Please describe the problem:
Selecting "Check and Repair" on an account results in lots being generated.
Apparently they're broken (I agree,) and they are supposed to be disabled in 2.0.x anyway.

Steps to reproduce:
1. Have an account with cross-currency transactions
2. Run "Check and Repair" on that account
3. Open the Lot Viewer
4. There are probably a surprisingly large number of lots


Actual results:
Lots are generated

Expected results:
No lots generated

Does this happen every time?
Yes

Other information:
Derek Atkins said that lots aren't supposed to be activated at this point...

I think this should be fixed in r14888.  Lots should now be disabled (at least in trunk).  I'm waiting for approval before backporting to 2.0, and hopefully I'll make it into 2.0.2.
