Please describe the problem:
When parsing a XML-file including a XSL-stylesheet with xlstproc.

If I make an li-element

<xsl:element name="li">Test</xsl:element>, it works just fine, but if I don't give it any value like this:

<xsl:element name="li"></xsl:element> or just <xsl:element name="li"/>

The output HTML-document just contains <li> and no end-tag (</li>)

Steps to reproduce:
1. <xsl:element name="li"></xsl:element>
2. 
3. 


Actual results:
The li-end-tag is not being written

Expected results:
The end-tag is written

Does this happen every time?

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/libxslt/-/issues/
