Please describe the problem:
When I choose a scaling governor from the menu for a cpufreq applet assigned to CPU1, it changes the governor for CPU0.

Steps to reproduce:
0. Make cpufreq suid root
1. Open two copies of the cpufreq applet
2. Assign one to CPU0, one to CPU1
3. Enable the governor menus on each applet
4. Change the governor on the applet assigned to CPU1
5. Hover over each applet and verify that the change actually happened to CPU0
