Please describe the problem:
Clock does not repaint itself immediately after a new time or a timezone has been set.  If seconds are not displayed, it can take up to one minute for the clock to reflect the change -- this is not good.  This behavior should be eliminated at least when the adjustments to the system clock are made via Time and Date utility; after all, it is in the clock's context menu.

If seconds are displayed, then usually there is a delay between updates to applet's seconds and those shown in the Time and Date window.


Steps to reproduce:
1. Make sure that the clock applet doesn't display seconds.
2. Open Time and Date window and change something (other than seconds).
3. Observe the clock.
4. Make sure that the clock applet does display seconds.
5. Open Time and Date window.
6. Observe seconds display in both the clock and the Time and Date window.

Actual results:
A discrepancy in "actual" and "displayed" time becomes apparent.  An average user might think that their computer isn't quite sure what time it is.

Expected results:
Clock should repaint itself immediately after something has been changed in the Time and Date window; seconds should repaint in sync.

Does this happen every time?
Yes, unless you're very lucky and happen to open the Time and Date or change the time window just before the clock repaints itself.
