When chosing the orca menu item from Gnome Orca only starts, and actually needs to be setup.  Not only should the GUI pop up but some sort of initial setup should appear.

With Gnopernicus removed Low Vision users require a GUI to pop up to configure their magnifier.  I propose that the GUI be cleaned up and made more usable for all users of Orca now.
