Chunk depth can be specified for a whole document with <?yelp:chunk-depth 4?>.

However, user manuals are not homogenous. For example, this is the structure of the gedit manual at time of reporting:

# 1. Introduction
# 2. Getting Started
# 3. Working with Files
# 4. Working with Text
# 5. Finding and Replacing
# 6. Printing
# 7. Programming Features
# 8. Preferences
# 9. Plugins

Most of these top-level sections should remain as one chunk, eg Getting Started.
But some should definitely be split. The section 'Plugins' in particular should be subdivided.

Ideally, the chunk-depth instruction could be specified for individual sections.

Way too much work. It would require major rewrites in at least three separate XSLT files. If you care about how your documents are paged, use a paged source format.
