Edit -> Preferecnes -> Viewer Tab, the 'after loading an image' setting applies to the viewer in the window, and it would be expected to apply to the slide show and full screen views also, but it dosen't seem to.

I can't find a way to scale images in the slideshow to fill the whole screen.

I'm marking this as a duplicate of bug 321840, which deals in detail with the fullscreen issue. You might want to add a comment about the slide issue there.
