--disable-schemas-install now works too well

With the last release --disable-schemas-install has supposedly been fixed. However, when using that switch the schema files still need to be copied to the installation directory. It should just prevent them from being applied to an existing GConf database. Otherwise packaging will be broken.

Make --disable-schemas work right (they still need
to be copied to the installation directory, just not
applied). Fixes #351347 (also #344100).
