When exporting to a folder, StreamWriter used to generate the pages has a UTF-8 encoding and properly encodes non-ASCII characters. The problem is that the page itself does not have any information of the encoding used so the browser do nt display non-ASCII characters properly.

How to reproduce? Add any non-ASCII character to a comment on a picture and export it to a folder.
