As for now, the way to turn a aelection into a layer is to cut/copy, paste and make new layer. Instead of pressing three keys (as shortcuts are configured) there should be two options doing the job single-clicked: New Layer By Cut or New Layer By Copy (Cut or Copy the selection).

The "float selection" command is effectively a "New Layer By Cut". I believe that the merits of attached floated layers versus unattached "new layers" is an ongoing discussion. My interpretation of the current status of that discussion is that the developers are not opposed to the elimination of floating layers from the GUI, but nor has anyone stepped forward to implement the required changes (though my interpretation may very well be wrong). Personally, I prefer having the floated layers but I am not greatly concerned either way.

I can see the merit in a "float selection copy" being in the menus although the work-around is usually only a matter of an extra step or two.
