date fields do not use locale

Most date fields in the calendar component do not use the local date format, but instead use American date format. Places this have been noticed include: - the popup "tooltip" when you hover over an appointment - the recurrance dialog, in Exceptions - the list view It is worth noting that the calendar dropdowns display the date in the correct order for the locale.
Still present in 2.12.1. Note that this is similar to but more general than bug 256905.

Andre, can you confirm this?
the problem happens with every en_* locale that does not end with US or GB - there should be a few duplicates in this tracker. this also triggers other big problems, see e.g. bug 525689. no idea how to solve this codewise, though.
