Editing this file could make impossible to sudo again in ubuntu style distros.
Sudo cannot lookup error will be generated if 127.0.0.1 record will be deleted.

It's particularly easy to edit this file using the gnome-system-tools, and this is so dangerous.

According to its developer(s), gnome-system-tools is not under active development anymore. Functionality has been mostly integrated into GNOME Control Center / "[System] Settings".

It is unlikely that there will be any further active development.
