Steps to repro:
0) Focus top panel with Ctrl-Alt-ESC
1) Focus the menu applet
2) Press Menu key, or Shift-F10

Results:
Menu key opens the context menu, but S-F10 does not.

I believe it's because the menu shell binds shift+F10.

When I press shift+F10 I get the left-click menu of my Window Selector applet. No matter I have the Menubar selected.
The Main Menu applet (just the foot with the arrow) shows the right-click menu when s-F10 is pressed.

Works for me with the main panel (I only have one) in 2.24.

Does this still happen in a recent version like GNOME 2.24 or 2.26?

Still reproducible here, using the exact steps from comment 0, on gnome-panel 2.26.0 (ubuntu jaunty).

I have the same issue in 2.28.1 (Ubuntu Karmic). Bug reported downstream:

Works fine for me in Fedora 12 and GNOME 2.28.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.
