Tooltips appears too fast when hovering the Menubar, resulting in an annoying result. 

Simply hover "Applications", "Places", "System" to notice that they appear immediately and in a very unsoft way.

For the menu items its a bit different, once that the description tooltip appears it completely covers the menu item below. Which results that the user has to move the mouse so that the tooltip goes away.

Suggestion is:
 * Dont show tooltip so fast on main menu
 * Let tooltips fade in a soft way
 * Don't cover the menu item below completely
