Please describe the problem:
Suppose you have a workspace consisting of just Firefox and Thunderbird. Start with Firebox as the topmost window. Click the panel button for Thunderbird. The Thunderbird window will become the topmost window, as expected. Now click the 'Write' button to open a new-message window. Now click the Firefox panel button.Firebox will be minimized rather than select/brought to the top.

Expected results:
I would expect that clicking on the Firefox panel button would bring that window to the top except when it is already on the top. In the latter case, clicking the panel button should minimize. This is not how gnome behaves.

Sounds like you're experiencing bug 90134; could you verify?
