Steps to reproduce:
1) Install "Black" theme from http://www.gnome-look.org/content/show.php?content=35202
2a) Set Panel background to bright red (or another preferred color)
or
2b) Use a (semi)transparent background
3) watch lots of applets not appearing transparent
4) apply this patch
5) restart panel
6) watch them be transparent
