Hi,
In GNOME desktops application like Gedit after a Right click in the end of menu you can access to "Insert Unicode Control Character" and you can Insert Character control marks like RTL and so on.I write in RTL language and most of my mailes are mixed form of RTL and LTR language like Persian and English, I can write esaily in Gedit and others but I can't write as easy as Gedit in Evolution, So I think I suggest this to you to add this Menu in Mailer and Other part of Evolution* .
If I cann't say exacly what I want please say me to explain more ;-)

GtkHtml is not under active development anymore. 
Evolution (its main consumer) switched to a WebKit backend a while ago. 
It is currently unlikely that there will be any further GtkHtml development.

Closing this report as WONTFIX as part of Bugzilla Housekeeping (bug 778387) to reflect reality. Please feel free to reopen this bug report in the future if anyone takes the responsibility for active development again.
