The new button is always raised using the clearlooks and ubuntulooks and possibly other themes. In gedit they have a similar button for open which has a much more consistent UI.

Other information:
UI is noted as do not use UI struck me as strange but probably has a good reason so i filed it in the evolution shell component i hope thats OK.

fixed is already fixed in CVS Head and will be included in the stable Evolution 2.8 release, see bug 262210.
