Hi, since panel position can be set using preferences (top, right, ...), i don't see why it's possible to move it using the mouse. I'm not very confortable with my laptop touchpad and i often lock the mouse on the panel and then move the panel without meaning it :/
Moreover, a friend of mine even has phoned me about a typical windows user problem 'hey, i moved the panel on the right, i don't know how !?'.
So either disable move with the mouse or add a lock menu entry (just like for applet), please. Thanks.
