Please describe the problem:
A maximised window cant be dragged between xinerama screens while
reduced resources is turned on


Steps to reproduce:
1. Turn on /apps/metacity/general/reduced_resources in gconf editor 
2. Maximise a window
3. Try to drag the window to the top of another screen


Actual results:
It resizes fine until you reach the top of the other screen (where it
should maximise) then it appears back on it's origional screen and just
shakes alot.

Expected results:
It should maximise when it reaches it other screen as it does while
reduced_resource is off.

Does this happen every time?

Uh, it can't be dragged between xinerama screens when reduced_resources is off, either.  Known bug.
