They should work more like in windows, If you want to spawn a list and you don't have room to show everything upwards show it downwards instead. Don't create this huge empty space that can be scrolled to fill up all the selections. 



Other information:
I can currently reproduce this in file-roller and gimp and is therefore I have attached the bug to that application. This is however a gnome-wide problem.

This is what I get when the gimp window is close to the bottom edge, this is of course made to be more visible here, but I think you get the point.
