The keyboard label Serbia-Montenegro (СЦГ, СЦГ* and related) should be changed as Serbia-Montenegro no longer exists.

We don't get news like this in Australia it seems. In case anyone else was wondering: http://en.wikipedia.org/wiki/Montenegrin_independence_referendum%2C_2006

This also affects gweather's locations list.

Regarding keyboard layouts, the layout names/variant names come upstream from Xorg.

You need to file a report at FreeDesktop's Bugzilla, product xkeyboard-config.

xkeyboard-config uses the ISO 3166 country code to name the layout file.
AFAIK, from 
http://www.iso.org/iso/en/prods-services/iso3166ma/01whats-new/index.html
there is no Montenegro entry yet.

Once you make that bug report, please post here the URL for reference.

I am considering that is report should be set to NOTGNOME. Would that be ok with you?

It is definitely NOTGNOME. I would be happy to accept the patch in a bug against xkeyboard-config in bugzilla on fd.o
