When attempting to open a jpg attachment in Thunderbird, GIMP launches but I receive a GIMP message stating that the jpeg.exe plugin crashed

What version of libexif are you using?  This bug, or at least something very similar, has been reported several times.  See e.g. bug 339299, bug 138238, and bug 300186, with everything pointing to a faulty version of libexif.

How do I find out what version of libexif I am using?

Look for a file named something like libexif-10.dll in GIMP's bin directory, e.g. C:\ProgramFiles\GIMP-2.0\bin\libexif-10.dll

I found the file libexif-10.dll,with a digital signature by Jernej Simoncic, signed 14 April 2006 21:26:25, version V2,

Yeah, that sounds like the buggy version.  Could you follow the steps in bug 300186 comment 40 to try to upgrade that file to a newer version and see if that fixes the bug for you?

Followed the instructions - now GIMP is reporting that jpeg.exe - unable to locate component. The application has failed to start because libexif-10.dll was not found.
