Please describe the problem:
When using drag-and-drop, if the target window is not visible its impossible to traverse to it using the metacity window navigation shortcuts or workspace navigation shortcuts.

Steps to reproduce:
1. start a drag-and-drop action
2. w/o releasing try to change to a different window using ALT-TAB or workspace navigation shortcuts



Actual results:
Nothing happens

Expected results:
I would expect that I could be able to navigate to another window where I could drop the item I'm dragging.

Does this happen every time?
It happens everytime

Other information:
Currently, if the drag-and-drop target window is not visible, the only other way to get to it is by dragging to the tasklist (See also bug #343421) or pager (only if it is visible on another workspace)
