Please describe the problem:
Deselecting the raise_on_click option does nothing at all when focus_mode=click.
Metacity will raise the windows whenever they are clicked on.

Steps to reproduce:
1. Run metacity with raise_on_click not turned on and focus_mode=click
2. click in a window and notice it is raised
3. 


Actual results:
The window is raised when I click in a window.

Expected results:
The window should not be raised when raise_on_click=false

Does this happen every time?
