Vietnamese letters (UTF-8) aren't processed correctly in reports

I can type in all Vietnamese letters (except the 'đ' d with stroke). I believe that they are store in .xac files in UTF-8. But report engine doesn't know UTF-8, and processes each byte of a UTF-8 characters as one 8-bit character. Other information:
