Please describe the problem:
Expense over Time report plot width does not change, even after altering the
plot width in the report options.  This makes most expense over time reports so
squished as to be unusable.

Steps to reproduce:
1. Create an Expense over Time report
2. Edit the 'Plot Width' option to make the report wider
3. apply change, and observe that after the re-draw, the width is unchanged
