If I start an app on a desktop, X, and whilst it is loading switch to a
different desktop, then when the app's window is loaded, it should remain on
desktop X, but issue a notice alerting the user to its opened status (just use
the standard blinking notification).

Thanks for the bug report. This isn't actually a metacity issue, so you'll have to file bugs against the relevant apps.  See bug 160687 for more details.
