I would like to suggest the following reorganisation of the diagaram menu for improved clarity, less clutter and therefore easier navigation:
+ rename "File" to "Diagram" and merge with the current "Diagram" menu (it only has 2 items).
+ Move the "Input Methods" menu to the text element popup menu for consistency with GtkEntry.

IMO we should have a very good reason to deviate from the common use 
of the "File" menu. At least on both major platforms of Dia almost 
every application has it. Just renaming it to get rid of the small 
"Diagram" menu does not convince me. Instead I think we should 
rethink the "Diagram".

Regarding "Input Mehtods" I like the suggestion - for the diagram Menubar
case. But for the diagram-context-menu I'm less sure ...

Just checked with Dia 0.95, which indeed had a Diagram menu. That's gone for ages with Diagram/Properties under File/ and Diagram/Layers under View/
