Certain report errors, like the one in bug #341589 can leave the gui in a permanently insensitive state.  The gui still runs, but all actions are disabled.  Perhaps there should be an unconditional re-enabling of the gui from within the error catcher.

Right patch.  Wrong function.  I've fixed this in r14178.
