If dia would register its icons with the gtk stock icon system they could be modified by themes. 
It would be even better if stock icon names common to those of gimp and/or inkscape would be used for cross application consistency.

There would be other nice things possible like tool menu icons or maybe automatigcally build action based toolbars for sheets?

Really? I did not notice ;-)
In fact I thought of a much broader registration of stock icons here, e.g.
converting tool icons of pug-in registrations to stock icons and then
automagically create appropriate menus/toolbars for these groups ...
