This will be a tracker for handling output-only windows.  Here's the ones I was able to find to start it off with:

 90382  Have a separate notion of metacity focus and input focus (useful
        here to allow keynav to windows that can't really accept focus)
154593  Unfocusable windows are included in the focus list
155369  double-click-to-shade focuses output-only windows
306372  non-focusable window overlaps active window
321015  output-only windows can be focused/raised on workspace switch

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.

If you can still reproduce this issue in a currently supported version of GNOME (currently that would be 3.38), then please feel free to report it at https://gitlab.gnome.org/GNOME/metacity/-/issues/
