Please describe the problem:
This is an accessibility problem.  I want to use a keyboard shortcut to select
from all panel items, and get back to the desktop, without using the mouse. 
This fails if a custom menu bar is present.

Steps to reproduce:
1. Create custom menu bar in some panel.
2. Switch to panel using keyboard shortcut
3. Attempt to cycle through all elements of panel using arrow keys.


Actual results:
Cursor gets stuck in menu bar, and the shortcut no longer works---I must use the
mouse to reset things.

Expected results:
I should be able to get out of the custom menu bar using just the arrow keys.

Does this happen every time?
Yes, since about 2.10 IIRC, but I might be wrong, it could have always been this
way.
