Please describe the problem:
On vertical panel with a size of 19, the icons of the programs running appears
out of the button and the text of the buttons as "Gedit ..." should be vertical. 

Steps to reproduce:
1. Put your gnome-panel, on the left, or right, position.
2. Open a window
3. Look at the icon in the panel


Actual results:
The icon is out of the button

Expected results:
